Thornhill’s Promenade Mall opened in 1986, at a time when brick-and-mortar stores ruled the retail world and Internet commerce was still decades away. Today, the mall faces a far different reality. Online shopping continues to spell trouble for traditional malls, with former international retail giant Sears recently becoming a high-profile casualty of the changing times. Sears was once Promenade Mall’s flagship store, but the chain’s bankruptcy and disappearance has left Thornhill’s signature shopping centre without an anchor tenant. All the while, foot traffic in Promenade Mall has continued to decline, leading Liberty Developments to step forward with a bold new plan.

Liberty Developments bought Promenade Mall in 2017, and put together a proposal to reinvigorate the site by restoring its status as a busy hub of pedestrian activity. Promenade Park Towers represents the focal point of this plan. It is an ambitious, large-scale redevelopment of Promenade Mall, which will proceed over multiple phases and include mixed-use facilities with a strong focus on premium residential suites.

A Bold New Vision for Thornhill’s Promenade Mall

The publicly available details regarding Promenade Park Towers proposed redevelopment are currently limited to Phase 1 of the multi-phase project, which were recently submitted to the City of Vaughan for approval. This proposal called for a dramatic reimagining of Promenade Mall, which includes major physical alterations to the site along with bold expansion plans.

While much of the current mall structure will be preserved, updated, and incorporated into the new development, other parts of the property have been earmarked for a total overhaul. These primarily include the site’s massive surface parking lot, which arguably represents its most underutilized asset. These huge swaths of open pavement will be built up, with Phase 1 covering the construction of four new high-rise towers. Three of these towers will be dedicated residential buildings, while the fourth will feature mixed-use elements including office space and a high-end hotel.

The three residential-only towers will ascend to heights of 28, 30, and 35 storeys, while the mixed-use building will include 28 storeys and over 1.5 million square feet of usable floor space. To accommodate these buildings, construction crews will demolish more than 200,000 square feet of the existing mall. However, when Phase 1 is complete, almost 170,000 square feet of brand-new retail space will become available.

Here is what we know so far about the three proposed residential towers:

  • They will house a total of 1,066 condominium suites
  • The former Sears store will be rebuilt into a six-storey podium base, which two of the three towers will share
  • Most of the two-bedroom and three-bedroom units proposed for Phase 1 will occupy these two towers
  • The third tower will sit north of the mall’s existing main entrance, and will be primarily comprised of one-bedroom units

The developers have also made it clear that they plan to do much more with the site than just build gleaming high-rises. Major site improvements are also planned, including a beautiful pedestrian gateway, a wide pedestrian promenade with beautiful landscape features, and an open-air amphitheatre. In its proposal, Liberty Developments has prioritized community and connectivity improvements, and envisions the completed project as the central node of a rejuvenated and thriving suburban hub.

  • The new rapidway will connect with transit hubs at Richmond Hill Centre (Yonge Street) and the Vaughan Metropolitan Centre TTC subway station on the subway system’s Line 1 (Yonge-University-Spadina)
  • Expansion projects on the TTC subway’s Line 1 are poised to add five new stations, including one that will be just two kilometres from the development
